Why does it show “No Budget is available” while creating a marketing and promotion budget request, even though the budget is approved?

Although the budget may be in an approved status, it has not yet been sanctioned. For marketing requests, the budget must move to a sanctioned status after approval in order to be available for use. Approval alone is not sufficient.
